This report presents juvenile statistics for Washington for 1995 and 1996 and details the juvenile delinquency prevention and reduction programs supported by Federal funds allocated by the Governor's Juvenile Justice Advisory Committee (GJJAC).
Abstract
The report notes that the arrest rate per 1,000 juveniles ages 10-17 decreased by 14 percent from 1994 to 1995, while the number of juveniles held in detention facilities increased by 8 percent. The GJJAC allocated funds for case management and counseling services for juvenile offenders, a day treatment program as an alternative to detention, and work crews and other alternatives to secure confinement for juveniles who do not pose a threat to public safety. It also funded programs for juvenile status offenders, a community-wide program to prevent and reduce juvenile delinquency, and early intervention programs. The current data indicate that the total youth population will increase by 12 percent by the year 2000, the number of referrals for child abuse and neglect has increased steadily, and more than two-thirds of referrals of juvenile offenders are for relatively minor offenses.
