This report examines the effect of zero tolerance policies in schools.
Abstract
This report assesses how zero tolerance policies impact individual students and school climate. Findings suggest that zero tolerance discipline policies do not make schools more orderly or safe and neither schools nor young people have benefited. Research further examines whether zero tolerance discipline policies make schools more orderly or safe, if out-of-school suspension or expulsion leads to greater involvement in the juvenile justice and criminal justice systems, if zero tolerance creates a school-to-prison pipeline, and whether there are more effective alternatives to zero tolerance policies, and what effect these policies can have on a young person's future. Included in this report are promising alternatives to zero tolerance that can safely keep young people in school. 58 endnotes
