Abstract
IT IS ARGUED THAT AN EFFICIENT POLICE FORCE IS ONE THAT CAN KEEP PUBLIC CONTACT WITH CRIME AT AN ACCEPTABLE LEVEL. THE AUTHOR FEELS THAT IT IS THE BROAD SWEEP OF PUBLIC OPINION WHICH ESTABLISHES WHETHER THE POLICE ARE SUCCEEDING IN THE TASK ALLOTTED TO THEM.
