This report presents the recommendations of a summit convened by the International Association of Chiefs of Police to recommend actions to Federal and State policymakers to address violent crime, with emphasis on the role of guns, drugs, and gangs in violent crime.
Abstract
Participants recommended that immediate efforts are needed to identify, apprehend, and incapacitate violent criminals, together with the development of strategies to deal with violence causes. Recommended actions include the creation of a presidential commission on crime and violence, the creation of a system of federally funded and federally maintained low-security regional facilities for convicted nonviolent offenders, legislation establishing a Federal and State good-faith exception to the exclusionary rule, and the creation of a national antiviolence voluntary contribution fund. Additional recommendations include tightened restrictions on firearms purchases, limits on the manufacture and sale of assault weapons, tough State sentencing and weapons destruction legislation, drug education programs, revitalization of the focus and emphasis on drug interdiction and detection, and the incarceration of violent and nonviolent drug offenders. Actions against gangs should include increased gang intelligence, new laws, juvenile justice reforms, and multijurisdictional cooperation. Tables and reference notes
