In 1992, the United nations General assembly adopted a resolution, outlining guidelines for the prevention of juvenile delinquency.
Abstract
The resolution is based on several fundamental principles: that young persons can develop noncriminogenic attitudes, that a child-centered orientation to juvenile delinquency prevention be adopted, and that community-based services and programs should be developed for the prevention of juvenile delinquency. Comprehensive prevention plans should include in-depth analyses of the problem and inventories of programs, services, facilities, and resources; well-defined responsibilities for the qualified agencies; mechanisms for effective interagency cooperation; and youth participation in delinquency prevention policies and processes. Emphasis should be placed on preventive policies facilitating the successful socialization and integration of all children and young persons; these efforts must involve the family, schools, community, and mass media.
