With the exponential increase of the incidence of AIDS in correctional facilities, statistics and issues are reviewed to encourage policymakers to provide adequate solutions.
Abstract
Issues discussed include the powerlessness of those who are most at risk of AIDS, the current policy of segregating AIDS inmates, litigation seeking extrusion of infected prisoners, the use of mandatory testing, court decisions regarding testing, medical treatment issues, and the prospect of commuting sentences for prisoners dying of AIDS. Projections for the future are discussed that predict an escalating presence of prisoners with AIDS, the need of AIDS education, and the spread of AIDS within the prison. The future of AIDS treatment within corrections is seen as being poor due to the reluctance of the government and the courts to step in and address the discussed problems. 14 notes and 67 references.
