The community planning model presented in this manual can help communities prevent and reduce juvenile delinquency and violence through a proactive process that is coordinated, data-driven, research-based, and outcome-focused.
Abstract
The community-planning model presented incorporates the following principles: strengthening the family in instilling moral values, guidance, and support for children; support for core social institutions in the community; the promotion of delinquency prevention; early appropriate and effective intervention when delinquent behavior first occurs; the identification and control of serious, violent, and chronic juvenile offenders; and the reintegration of out-of-home juvenile placement into the community through collaborative arrangements. The implementation of these principles requires ongoing comprehensive community planning that consists of four phases: mobilization, assessment, planning, and implementation. Mobilization involves identifying key community leaders and establishing a planning team, followed by the determination of community readiness for the planning effort. Assessment consists of collecting risk and protective factor data and juvenile justice data; analyzing and interpreting data; prioritizing risk factors; collecting and analyzing resource assessment data; identifying unmet needs and gaps; and preparing a community profile and resource assessment. Planning consists of identifying desired outcomes, goals, and objectives; developing evaluation strategies; identifying priority programs and approaches; developing program and participant outcomes; creating an action plan; developing a plan for collecting evaluation data; and writing a multiyear plan. Implementation then involves the identification of low-cost and no-cost activities for the first year, the implementation of new strategies, the seeking of ongoing support and funding, marketing the plan, and continuing the cycle.
