Abstract
The strategic planning process should result in a work plan that includes goals, objectives, strategies, activities, roles and responsibilities, resources, and potential problems and proposed solutions. The strategic planning process is outlined, with consideration paid to the transition from traditional law enforcement to community policing, assumptions associated with community policing, and key operational steps in community policing. The strategic planning process is also examined in terms of the police mission, vision, and values as well as police officer and public opinion surveys of community policing. The importance of developing goals, objectives, and strategies in the strategic planning process and actual drafting of the strategic plan is discussed. Tables and photographs
