Senator Herb Kohl of Wisconsin presented his views on the reauthorization of the Juvenile Justice and Delinquency Prevention (JJDP) Act at a July 1992 hearing before the Senate Subcommittee on Juvenile Justice.
Abstract
Senate Bill 2792 reauthorizes programs and activities created by the JJDP Act and is based on the assumption that any realistic effort to deal with juvenile delinquents must be multidisciplinary. Senator Kohl believes the juvenile justice system is moving in the right direction but too slowly due to the number of youth in trouble and the lack of sufficient funds and resources. He indicates that juvenile offenders should not be placed in jails with adult offenders and that nonviolent juveniles should be treated differently than violent offenders. He also notes that States are responsible for designing and implementing juvenile justice programs and that they face funding difficulties in program development and implementation. Senator Kohl considers the organization of the Office of Juvenile Justice and Delinquency Prevention and the need to hold juveniles accountable for their actions.
