Growing dissatisfaction with the current ineffective juvenile policies has led to a policy shift that emphasizes juvenile offenders' personal responsibility for their actions and consequences and increased concern for the victim and public protection.
Abstract
One initiative to deal more effectively with the juvenile serious habitual/drug involved offender is a demonstration project tested in five police departments in Virginia, Colorado, Florida, and California. The program uses a systematic approach to data gathering, analysis, planning and integration of police activities. It provides a structured law enforcement focus on serious juvenile crime. The program seeks to increase the identification, arrest, conviction, and incarceration of drug pushers with clients; reduce the crime frequency and patterns of juvenile drug users; and establish closer working relationships among police, prosecutors, judges, aftercare agencies, and community groups.
