Annotation

This paper summarizes conclusions from the 1988 National Symposium on Lotteries and Gambling held in Vancouver, British Columbia, and contrasts the experiences of Australian and Canadian gambling policies.

Abstract

One issue is the relationship between the Federal and regional governments. In Canada, there has been a uniformity in gambling policies, while in Australia, State and Territorial governments have regulated all aspects of gambling using widely different approaches. Political, economic, and social changes must be considered when evaluating the costs and benefits of legalized gambling in Canada. Because of the willingness of some provincial governments to expand the scope of legalized gambling, and the growing interest of private sector groups in gambling, future trends in Canadian gambling seem to include expansion, commercialization, internationalism, and increased barriers to control. This symposium was useful in bringing together Canadian policymakers who were willing to frankly discuss these and other issues. 16 references
