This paper presents recommendations for policy and practice to assist in extending the Federal School-to-Work initiative to have a significant impact on at-risk youth.
Abstract
The School-to-Work initiative began in 1994 under the Federal School-to-Work Opportunities Act. The law aimed to establish a national framework, use workplaces as active learning environments, integrate academic and occupational learning, motivate all students to stay in or return to school, and expose students to a broad array of career opportunities. Twenty-seven States have received Federal grants. Participants at a 1995 Shakertown Symposium in Kentucky identified the most significant barriers to the participation of at-risk youth in school-to-work systems, the existing opportunities for these youth to take part in school-to-work activities, the most effective strategies for involving youth in these systems, and policy recommendations.
