Abstract
At-risk status may be determined by physical or mental characteristics, personal conditions or predispositions, and by environmental influences. Every 8 seconds, an American child drops out of school; every 67 seconds, an American child has a baby; every 7 minutes, an American child is arrested for a drug offense; every 36 minutes, an American child is injured or killed by gunshot. Guidelines are presented for the school district, school of education, and state department of education to offer at-risk students and their parents academic and support programs that reflect the students' needs, interests, and capacities. Also presented are model standards for beginning teacher licensing and development. Sample evaluation forms and 2 appendixes
