Prepared for those engaged in the Project SEARCH (System for Electronic Analysis and Retrieval of Criminal Histories) or in designing a similar system, this chapter lists 23 statements of recommended policies governing data content, access, and dissemination.
Abstract
Policies on data content state that data included in the system must be limited to that with the characteristics of public record. Other issues addressed are verification, purge procedures, and a model State statute to protect and control data. Rules for data use detail specific restrictions to limit access from within and without the criminal justice community and to control use of data for research. Policies governing dissemination consider identification of data received through the system, nondisclosure agreements, training for users, and screening by a central State computer. Other policy statements cover a citizen's right to challenge the contents of his or her records, civil remedies for those injured by misuse of the system, and the organization and administration of a computerized criminal history information system.
