THIS IS THE FIRST PART OF A THREE-PART REPORT PRESENTING THE RESULTS OF A WORLDWIDE SURVEY OF POLICE CRIME PREVENTION ACTIVITIES.
Abstract
OPEN-ENDED QUESTIONNAIRES WERE SENT BY THE GENERAL SECRETARIAT TO ALL UNITED NATIONS MEMBER COUNTRIES BY THE INTERNATIONAL CRIMINAL POLICE ORGANIZATION (I.C.P.O.-INTERPOL). REPLIES WERE RECEIVED FROM ARGENTINA, BANGLADESH, BRUNEL, CAMEROON, CANADA, CHILE, DENMARK, EGYPT, FINLAND, FRANCE, HONG KONG, ICELAND, INDIA, IRELAND, JAPAN, KENYA, MALI, MEXICO, MORROCCO, NETHERLANDS, NEW ZEALAND, NORWAY, PERU, OATAR, ROMANIA, SINGAPORE, SRI LANKA, SWAZILAND, SWEDEN, SWITZERLAND, UNITED KINGDOM, UNITED STATES, AND UPPER VOLTA. THIS PORTION OF THE REPORT DESCRIBES THE QUESTIONNAIRE AND DISCUSSES THE REPLIES RECEIVED ON THE FOLLOWING ITEMS: CRITERIA FOR ASSIGNING CRIME PREVENTION RESPONSIBILITIES TO THE POLICE AND OTHER AGENCIES; CRIME PREVENTION ACTIVITIES UNDERTAKEN BY THE POLICE COMPARED WITH THOSE CONDUCTED BY OTHER GOVERNMENTAL BODIES; THE POLICE VIEW OF CRIME PREVENTION THROUGH LAW ENFORCEMENT; THE PREVENTIVE EFFECT OF POLICE PRESENCE THROUGH PATROL AND OTHER SURVEILLANCE MEASURES; AND THE APPLICATION OF ADMINISTRATIVE MEASURES FOR CRIME PREVENTION PURPOSES. THE REPORT ALSO COVERS THE SURVEILLANCE OF POTENTIAL OFFENDERS AND POTENTIAL RECIDIVISTS. WORLDWIDE EFFECTIVE LAW ENFORCEMENT IS SEEN AS THE BEST CRIME PREVENTION MEASURE BECAUSE OF ITS DETERRENCE EFFECT. A NUMBER OF COUNTRIES ARE BEGINNING TO EMPHASIZE COMMUNITY CRIME PREVENTION RESPONSIBILITIES. THE REPORT ALSO REVIEWS CRIME PREVENTION MEASURES AIMED AT POTENTIAL VICTIMS, SOCIAL ACTION MEASURES, YOUTH CRIME PREVENTION PROGRAMS, SOCIAL ACTION WITH REGARD TO OFFENDERS WHO HAVE SERVED THEIR SENTENCES, AND GENERAL COMMUNITY RELATIONS. THE CONCLUDING REMARKS ADDRESS THE DIVISION OF CRIME PREVENTION RESPONSIBILITY BETWEEN POLICE AND NONPOLICE GOVERNMENT AGENCIES.
