Based on prevention research findings and community organization strategies that are adaptable and applicable to a variety of communities, this manual presents the rationale and step-by-step instructions for establishing an effective drug abuse prevention program within an inner-city community and replicating that program in a small urban community.
Abstract
The model program was developed in east Baltimore in response to an increase in crime and violence, especially juvenile crime. The target community had a high rate of joblessness, inadequate schooling, and crime. A Neighborhood Action Coalition was formed as a coordinated community efforts, based on the contributions by volunteers of their time, talent, and financial assistance. In recruiting volunteers, the Coalition focused on improving the quality of life rather than directly on drug abuse prevention. Its member groups have sponsored activities that have promoted good health; enhanced positive self-image; increased awareness of good parenting skills; or developed decisionmaking skills. To evaluate the program's effectiveness, juvenile crime was used as an indicator. Results revealed a steady decline in juvenile offenders from the program's beginning in 1982 until the end of the evaluation period in December 1984.
