Using a question-and-answer format, this bulletin provides information pertinent to issues associated with correctional facilities' operating plasmapheresis centers, which obtain blood plasma from inmates.
Abstract
The information addresses current State operations of plasmapheresis centers, benefits and concerns, legal issues, health and safety issues, public policy, ethical issues, quality control safeguards, and program suggestions. Information about operating centers includes a listing of States which have plasmapheresis centers and the number of facilities in each State, a description of the process, funds paid to inmate donors, and the responsibility of assuring donor health. Legal issues addressed are laws prohibiting medical experimentation in correctional facilities and the assurance that centers operate within Federal regulations and accepted correctional standards. Current research on AIDS, and risks to donors and recipients are discussed in health and safety issues, and the ethics discussion indicates a parallel with other medical concerns of ethics and morals. The public policy review considers the broader policy on blood and plasmapheresis programs in general and how such policy affects the correctional program. Suggestions refer to responsibilities of institutions which have programs and the duties of contractors operating the collection and processing centers.
