'PHASE THREE' AS USED IN THIS REPORT REFERS TO DELINQUENCY AND CRIMINALITY PREVENTION AND SEEKS TO PROVIDE RESOURCES WHICH WILL ALLOW PERSONS TO CHOOSE SOCIETALLY ACCEPTABLE BEHAVIORS.
Abstract
THE PHASE THREE FOCUS IS ON POINTS OF INTERACTION BETWEEN EXISTING SOCIETAL STRUCTURES, INSTITUTIONS, AND SYSTEM CLIENTS. THIS IS A REPORT ON A PHASE THREE PROJECT - A SERIES OF WORKSHOPS HELD IN PORTLAND (OR) AND NEW YORK CITY (NY) IN THE LATE FALL OF 1972 TO DEVELOP A SERIES OF ALTERNATE STRATEGIES RELEVANT TO LEAA POLICIES AND PRACTICES. THIS APPROACH UTILIZED WORKING MEETINGS OF A TOTAL OF FIVE TO SEVEN EXPERTS FROM FIELD AGENCIES, UNIVERSITIES, AND LEAA CHARGED WITH DEVELOPING POLICY RECOMMENDATIONS. THIS REPORT CONTAINS WORKSHOP REPORTS FOR THREE TARGET AREAS - DELINQUENCY PREVENTION AND THE SCHOOLS, COMMUNITY ALTERNATIVES TO CRIMINAL AND JUVENILE JUSTICE PROCESSES, AND ROLES OF THE UNIVERSITIES IN PHASE THREE PROGRAMS AND PLANNING. A TOTAL OF 20 ACTION RECOMMENDATIONS ARE PRESENTED IN THESE AREAS. THEY ARE DESIGNED TO BE INITIATED THROUGH THE EXISTING LEAA MANDATE OR IMPLEMENTED THROUGH COOPERATIVE EFFORTS WITH OTHER AGENCIES. APPENDED ARE FOUR POSITION PAPERS FROM THE ORIGINAL WORKSHOPS.
