This report assists law enforcement and private security organizations in developing and operating effective partnerships.
Abstract
It presents guidelines and analysis of trends, innovative practices, obstacles, lessons learned, and outcomes, supported by examples from such partnerships throughout the Nation. A chapter on key trends in public-private partnerships in public safety addresses general trends and trends specifically related to homeland security. General trends show an increasing number of such partnerships, a high level of satisfaction with these partnerships, more sharing of responsibilities, more energetic outreach for partnership members, better information sharing among members, and growth in the leveraging of resources. The chapter notes that many new law enforcement-private security (LE-PS) partnerships were established in response to the 9/11 attacks. One of the more significant post-9/11 partnerships is the Critical Incident Protocol Community Facilitation Program, funded by the U.S. Department of Homeland Security. Another chapter focuses on the forms of LE-PS partnerships. The chapter addresses the organizational structure of partnerships, specificity of purpose, leadership sources, funding, membership, and Federal partners. This is followed by a chapter that features types of partnership activities and programs. These encompass information sharing, examples of training topics delivered by LE-PS partnerships, crime control and loss prevention, cooperative investigations, and resource sharing. The chapter presents examples of types of partnerships and their activities. Another chapter identifies and describes key components of LE-PS partnerships. Lessons are drawn not only from partnerships that are thriving, but also from some that are struggling in various areas, as well as others that have disbanded. This information is intended for use as a ready reference guide for developing, managing, and sustaining LE-PS partnerships. The concluding chapter highlights some additional steps that should be taken in the future in order to support and guide the LE-PS partnership movement.
