PRESENT METHODS OF THE CRIMINAL JUSTICE SYSTEM PLANNING PROCESSES IN PENNSYLVANIA ARE EXAMINED FOR THE PURPOSE OF PROPOSING MORE RATIONAL, ATTAINABLE PLANNING METHODS AND APPROACHES.
Abstract
METHODOLOGY USED IN THIS STUDY INCLUDES A LITERATURE SEARCH FOR PLANNING PRINCIPLES AND OBJECTIVES, AN ANALYSIS OF RELEVANT HISTORICAL DOCUMENTS PERTAINING TO THE SYSTEM, DEVELOPMENT OF A MODEL FOR SYSTEM PLANNING, AND SPECIFIC RECOMMENDATIONS FOR MODEL IMPLEMENTATION AND IMPROVEMENT OF CURRENT PLANNING AND ADMINISTRATION. A REVIEW OF THE HISTORICAL PRINCIPLES AND CONTEXT FROM WHICH THE PRESENT SYSTEM HAS EVOLVED IS PRESENTED. THE ADMINISTRATIVE AND SOCIAL FRAMEWORK IS DESCRIBED, AND PROBLEMS ASSOCIATED WITH EACH COMPONENT ARE DISCUSSED. THE PURPOSES, OBJECTIVES, AND METHODS OF PLANNING, AS THEY RELATE TO GOVERNMENTAL ADMINISTRATION OF CRIMINAL JUSTICE IN THE STATE, ARE ALSO DISCUSSED; A MODEL FOR STATEWIDE CRIMINAL JUSTICE PLANNING IS ESTABLISHED. SPECIFIC RECOMMENDATIONS FOR IMPROVEMENT INCLUDE DEFINING AND ORGANIZING THE CRIMINAL JUSTICE SYSTEM AS THE POLICE, THE COURTS, AND THE CORRECTIONAL AGENCIES; THESE AGENCIES SHOULD SUBMIT ANNUAL REPORTS ON COSTS, MANPOWER, AND WORKLOADS TO THE STATE LEGISLATURE. PLANNING, RESEARCH, AND RESOURCE ACTIVITIES SHOULD BE EMPHASIZED, RATHER THAN ADMINISTRATIVE FUNCTIONS, AND CITIZEN PARTICIPATION SHOULD BE ENCOURAGED. THE EXISTING REGIONAL STRUCTURE SHOULD BE ALTERED TO INCLUDE THE 10 NATURAL GEOGRAPHIC PLANNING REGIONS NOW USED FOR ECONOMIC DEVELOPMENT, HEALTH, AND TRANSPORTATION. THE PRESENT 8 REGIONS OF THE PENNSYLVANIA COMMISSION ON CRIME AND DELINQUENCY SHOULD BE REDISTRIBUTED TO THESE 10 REGIONS. IN ADDITION, THE PRESENT REGIONAL ADVISORY STRUCTURE SHOULD BE LEGISLATIVELY REINFORCED TO ASSURE THAT MULTI-DISCIPLINARY ADVISORY GROUPS FOR CRIMINAL JUSTICE IMPROVEMENT ARE MAINTAINED, AND THAT THESE REGIONAL FORUMS ARE CONTIGUOUS WITH THE GENERAL-PURPOSE PLANNING REGIONS OF THE STATE FOR GREATER INTERGOVERNMENTAL COORDINATION.
