Crime prevention and concomitant efforts to reduce fear of crime, are the cornerstones of community policing, a philosophy of policing in which police and private citizens work together to solve a wide range of community problems.
Abstract
However, most police departments have implemented crime prevention programs that lack substance and are not fully integrated with other departmental units. Unfortunately, officers assigned to community policing units often suffer these same types of weaknesses. To succeed, crime prevention must become one of the duties of all full-fledged street officers in the community. Crime prevention through environmental design (CPTED) is one way in which building designs and neighborhood planning take into account community crime prevention programs. New evaluative methods need to be developed to assess the performance of officers involved in both crime prevention and community policing. In the final analysis, community policing represents a change in means rather than a change in ends in traditional policing objectives. 14 references
