This report presents an implementation assessment for the five cities that are participating in the National Forum on Youth Violence Prevention, which was established by the White House in 2010 to bring together several Federal agencies with the responsibility to prevent youth violence in the domains for which they are responsible.
Abstract
The departments of the Federal Government that are participating in the Forum are Justice, Education, Labor, Health and Human Services, Housing and Urban Development, and the Office of National Drug Control Policy. The efforts of these Federal agencies working in partnership aim to support the development and implementation of youth violence prevention in the following selected cities: Boston, MA; Chicago, IL; Detroit, MI; Memphis, TN; Salinas, CA; and San Jose, CA. In Boston, city officials view Forum participation as an opportunity to improve their approaches to preventing youth violence by sharing information among agencies, recording data on threats to public safety, and analyzing measurable outcomes for violence-prevention. In 2011 in Chicago, the mayor and the Cook County Board President initiated a cross-agency, cross-sector effort to counter violence. Detroit began in 2008 to implement the city's Action Plan, which consisted of the Comprehensive Anti-Gang Initiative and the Comprehensive Violence Reduction Program in targeted areas. In 2006, Memphis adopted a 15-point plan that incorporated intervention, enforcement, and reentry strategies. Salinas became involved in the Forum in part because of its gang problems and its response to gang and youth violence. The current report outlines four key components of the city's plan to reduce and prevent youth violence. San Jose has developed and implemented initiative to reduce gang and youth violence in and around the city. In 2008, the city developed a plan to prevent and reduce youth violence.
