Major issues considered by the Committee during its first year included developing a national policy and standards for juvenile justice and delinquency prevention and recommending research priorities for the National Institute for Juvenile Justice and Delinquency Prevention.
Abstract
The National Advisory Committee is charged with advising the LEAA administrator and the Office of Juvenile Justice and Delinquency Prevention on all Federal juvenile delinquency programs. The Committee recommended that such terms as 'juvenile delinquency' and 'shelter facilities' should be uniformly defined by those working in the field, that delinquency prevention should be as high a priority as juvenile justice efforts, and that Congress should provide full funding for the 1974 Juvenile Justice and Delinquency Prevention Act. Further, LEAA should develop automated procedures for uniformly collecting data on all Federal juvenile delinquency programs, intensive research should be conducted into the causes of youth crime and delinquency, and State advisory groups should be established with planning funds if a State does not qualify for action money under the 1974 Act.
