The Committee advocates a strong national policy that will facilitate implementation of the 1974 Juvenile Justice and Delinquency Prevention (JJDP) Act.
Abstract
It recommends that private citizens should be involved in juvenile justice and delinquency prevention efforts at the Federal, State, and local levels. The Office of Juvenile Justice and Delinquency Prevention should emphasize youth participation and should develop and support youth advocacy programs to protect youths' rights. In addition to the funds appropriated under the Juvenile Justice Act, at least 19.5 percent from other LEAA program funds should be expended for juvenile delinquency programs. All States should automatically qualify for JJDP Act funds to establish State and local level juvenile justice and delinquency prevention planning and advisory functions. Other recommendations relating to juvenile delinquency prevention programs and administrative issues are given. Also discussed are juvenile justice standards and Committee objectives for 1977-78. A list of Committee members is appended.
