The result of a 2-day seminar in which future scenarios of Sweden's closed correctional institutions were formulated by corrections administrators and policymakers, this report outlines future trends -- such as society's increasing concern that punishment is too lenient -- and concerns -- such as dwindling staff resources. It also describes scenario building as a planning method.
Abstract
A justification for the scenario-building model as a planning method is provided, as is discussion of the method and forms for its use. Instructions are given for condensing and interpreting results. Among topics raised in the seminar were the high cost of personnel, the diminishing centralization of administration, the constant cost of operating prisons despite laws reducing the number of prison cells needed, the influence of public opinion and legislation on corrections, the training and education of correctional staff, leadership and style issues, and privatization.
