              This 5-year strategic plan of the Colorado Springs Police Department identifies the agency's mission, values, critical issues, strategic goals, and annual objectives and tasks.
          Abstract
              The strategic planning process was facilitated through a strategic planning group, staff and departmental orientation, mission statement review, and internal and external assessments. Managers developed environmental forecasts using demographic, sociological, technological, and economic projections that will impact police services. The report is divided into four major areas including operations and service delivery, human resources, organization and management, and technology and facilities. Several main themes emerge throughout the plan: public confidence; community policing; scarce resources and increasing police service demands; juvenile crime; information systems; and technology, facilities, and equipment. 8 figures and 10 appendixes
