After summarizing some of the presentations at the Fifth Asia Crime Prevention Foundation (ACPF) World Conference on Crime Prevention and Criminal Justice held in Seoul, Korea, October 30 through November 1, 1996, this newsletter reports on another international symposium and an American study of crime costs.
Abstract
The Fifth ACPF World Conference had an opening address that reported on five working group meetings conducted since the last World Conference. They focused on crime problems in Asia that require more intensified regional cooperation. A review of ACPF's functions featured its role as a regional forum for the discussion of priority issues being faced by countries in Asia. Another conference address discussed various forms of crime that are being enhanced by new technology, with examples being terrorism, organized crime, drug-related crime, and environmental crime; all of these forms of crime require international cooperation for effective countermeasures. An International Symposium held October 31 through November 1, 1996, considered crime problems in Asia that require international cooperation, the role of criminal law in the protection of the environment, extradition and assistance in criminal matters, and international cooperation in controlling illicit drugs. The American research on crime costs was distinctive in its consideration of victim quality-of-life factors as part of the cost of crime. This type of calculation supports the use of expanded resources for crime prevention as a cost-effective commitment.
