England's Crime and Disorder Act of 1998 requires local authorities responsible for education and social services to establish one or more youth offending to coordinate the provision of youth justice services, and this guide is intended to assist the team planning process.
Abstract
The guide contains sections on geographic boundary issues and the establishment of a steering group. A timetable for team development is presented that covers youth justice audits, the appointment of youth offending team managers, the team development period, service commissioning, youth service plans, information management, and publicity. The guide also addresses budget planning, the structure of youth offending teams, management arrangements, team membership, staff roles, staff training, interface with other services and agencies, and monitoring and information systems. Challenges associated with the establishment of youth offending teams are noted. Appendixes provide additional information on youth justice audits and include a suggested framework for youth justice plans and a summary of research evidence on effective practices. 27 references
