A double bunking plan of the Michigan Department of Corrections calls for 1,809 additional male beds to be gained through double bunking in six institutions.
Abstract
To accomplish the plan, a one-time expenditure of about $3 million is estimated for furnishings and remodeling. The plan involves another $8.4 million in operating costs to phase in the 1,809 male beds and 362.5 staff during fiscal year 1990/1991. Project costs cover fire and environmental services, toilet and shower facilities, temporary segregation cells, visitor parking and visitor room, electrical outlets, storage and warehouse space, and gymnasium floor repair. The plan calls for homosexuals and psychological cases to be identified so that appropriate alternative placements can be found. In addition, the plan contains details on logistics, programs and incentives, the provision of information to prisoners and staff, operational changes, staff requirements, and furnishings and equipment.
