THIS GUIDE IS PROVIDED FOR USE BY CORRECTIONAL ADMINISTRATORS AND MAINTENANCE SUPERVISORS IN DEVELOPING A PREVENTIVE MAINTENANCE PROGRAM SUITED TO THE NEEDS OF THE INDIVIDUAL CORRECTIONAL INSTITUTION.
Abstract
THE IMPORTANCE OF PREVENTIVE MAINTENANCE AND THE UNIQUE PROBLEMS WHICH ARISE IN A CORRECTIONAL SETTING ARE EMPHASIZED. RESPONSIBILITIES OF THE MAINTENANCE SUPERINTENDENT INCLUDE PROVIDING TRAINING OPPORTUNITIES FOR INMATES, CONDUCTING FREQUENT AND THOROUGH INVENTORIES OF TOOLS, AND REMAINING ALERT TO POTENTIAL MAINTENANCE NEEDS. A STEP-BY-STEP PROCEDURE FOR SETTING UP A MAINTENANCE PROGRAM IS PRESENTED; IT IS DESIGNED PRIMARILY FOR A MAJOR CORRECTIONAL INSTITUTION, BUT CAN BE ADAPTED FOR USE BY SMALLER FACILITIES. THE FIRST CONSIDERATION IS GAINING CONTROL OF AN EMPLOYEE'S TIME ON A JOB AND ASSESSING THE AMOUNT OF WORK ACCOMPLISHED. A 'JOB TICKET' SYSTEM IS DESCRIBED, AND A SAMPLE FORM IS PROVIDED. THIS RECORD WHICH LISTS WORK TO BE DONE, ACTIONS TAKEN, AND TIME REQUIRED, CAN SERVE AS AN ACCOUNTING OF THE EMPLOYEE'S WORKDAY AND AS A RECORD OF EQUIPMENT REPAIR AND MAINTENANCE. PROCEDURES FOR INSTITUTING THE SYSTEM AND PREPARING INSTRUCTIONS FOR THE JOB TICKET ARE LISTED. OTHER SYSTEMS FOR THE DISTRIBUTION OF MAINTENANCE COSTS AMONG THE VARIOUS DEPARTMENTS, FOR ESTABLISHMENT OF AN INVENTORY OF ALL EQUIPMENT SERVICED BY THE MAINTENANCE DEPARTMENT AND RECORDS OF MAINTENANCE PERFORMED, AND FOR A WORK ORDER METHOD TO PROVIDE INFORMATION FOR FUTURE COST PLANNING ARE DESCRIBED, AND IMPLEMENTATION STEPS OUTLINED. IN ADDITION, STEPS FOR ESTABLISHING MAINTENANCE BACKLOG RECORDS, ACCOUNTING FOR MATERIALS COSTS, AND ESTABLISHING A SPARE PARTS INVENTORY ARE PRESENTED. A FINAL SECTION EXPLAINS THE CONCEPT OF MANAGEMENT BY OBJECTIVES AND SUGGESTS WAYS IN WHICH SUCH A PROGRAM MAY HELP IMPROVE THE OPERATIONS OF A MAINTENANCE DEPARTMENT. MAINTENANCE SUPERVISORS ARE INSTRUCTED IN TECHNIQUES OF SETTING DEPARTMENTAL AND PERSONAL GOALS THAT CAN REASONABLY BE ACCOMPLISHED WITHIN A GIVEN PERIOD OF TIME AND WITHIN A GIVEN OPERATING BUDGET. GUIDELINES FOR ASSESSING THE PROGRESS OF A MANAGEMENT BY OBJECTIVES PROGRAM ARE PROVIDED. APPENDIXES CONTAIN EXAMPLES OF PREVENTIVE MAINTENANCE INSTRUCTIONS, AS WELL AS A SUGGESTED SCHEDULE AND PRACTICAL EXERCISES FOR UTILIZING THIS GUIDE AS A TRAINING MANUAL. REFERENCES ARE PROVIDED.
