Designed for use in a criminal justice planning course sponsored by LEAA, this volume presents a criminal justice data set for a hypothetical city and a series of specific tasks which are based on the data set and may be assigned to groups of trainees.
Abstract
The exercise tries to simulate the real activities of problem identification, goal setting, project planning, and evaluation; it aims to help trainees see more clearly the continuity of the general planning process. Trainees are taken from the initial task of problem identification through the development of an evaluation plan and an optional presentation to a fund-granting board. The data set describes various aspects of 'Gotham City.' Census data describe population, land use, and housing characteristics in the hypothetical city. Crime data are presented in a variety of formats from different data sources. Criminal justice agency resource statistics introduce the police, prosecution, public defender, courts, and city and county correctional agencies and their general personnel resources. System flow charts indicate workload data, and survey data from a public opinion poll and two victimization surveys reveal information on citizen attitudes and unreported crime frequencies. Trainees are to assume the roles of criminal justice planners and to work in small groups to complete the tasks.
