This guide details the elements of a needs assessment as the critical first step for a coalition or organization in the development of an effective underage drinking prevention effort.
Abstract
Beginning with data, the guide takes the reader through the process organizations must follow to obtain all the information they will need to determine the exact causes of underage drinking and the appropriate solutions for countering these causes. To make the process easier, this guide includes a sample data checklist that communities can use to determine what types of data are currently available and what data the community believes it will need to be effective in the future. Sample surveys are also included, along with instructions for conducting a focus or discussion group with key members of the community. In addition, the guide describes the other elements needed, including a review of current laws, regulations, policies, and procedures that govern underage drinking, as well as a review of what is currently occurring in a community regarding underage drinking prevention. Sample questionnaires in the areas of prevention, education, enforcement, and media are contained in one appendix, so communities can quickly begin their assessment. Once all the information has been compiled, the guide describes how to use this information in the development of a strong strategic plan. An appended strategic plan worksheet provides an outline the community can use to develop their plan, based on the information collected in the needs assessment. Other appendixes contain risk and protective factors, a youth questionnaire on underage drinking, a market survey/adult questionnaire, focus group questions, a work plan and time line, and pilot projects.
