This report of the Montgomery County Collaboration Council for Children, Youth and Families (Maryland) presents a comprehensive children's agenda that focuses on strategies and budget priorities vital to improving outcomes for children, youth, and their families in the county.
Abstract
The agenda outcomes specified are stable and economically secure families; healthy children; children safe in their homes, schools, and community; young children ready for school; success for every students; young people making smart choices; and young people prepared for the workplace. The report presents strategies and guiding principles for systems reform in the ways decisions are made, services are delivered, and services are funded. A system of integrated services is proposed, along with funding strategies, accountability, and collaborative partnerships. Collaborative strategies are proposed for strengthening families and building communities, as well as measures of progress in these areas. Collaborative strategies and progress measures are also outlined for child and family health care, physical and emotional safety for children and youth, services that ensure school readiness for preschool children, services that address obstacles to academic success for children, the involvement of youth in addressing community issues that affect them, and support services for youth entering the workplace. Principles to guide collaborative governance are outlined.
