This California Alcohol Program State Plan for fiscal year 1988-89 presents the Department of Alcohol and Drug Programs' goals, programs, activities, services, distribution of funds, and a progress report for fiscal year 1987-88.
Abstract
The goals are to prevent the development of alcohol-related problems among those who have not yet become problem drinkers, particularly youth; to help persons who suffer from alcohol-related problems to recover as early as possible; and to alleviate the social disruption and economic losses caused by alcohol-related problems. Subgoals include the development of a system to prevent alcohol-related problems, the creation of a system of locally controlled and operated alcohol-related services, the development of programs and services for early intervention, and the maintenance of limited but essential State administrative oversight over local programs to ensure they are oriented toward plan goals. A description of programs, activities, and services for fiscal year 1988-89 focuses on State and Federal funding subvention program, program administration, and support services. Geographical areas to be served are identified, as are the characteristics of individuals to be served (general population and alcohol clients). After detailing the criteria and method for distributing funds, the progress report for fiscal year 1987-88 focuses on the activities of each branch of the department. 3 tables.
