These minimum standards for mental health services apply for all inmates in the care and custody of the New York City Department of Correction, except mental health services provided to inmates in the municipal hospital prison wards.
Abstract
The standard for service goals indicates that services for the detection, diagnosis, and treatment of mental illness shall be provided to those persons in the care and custody of the New York City Department of Correction. The New York City Department of Health or a contracted service provider and the Department of Correction (with the approval of the Department of Mental Health, Mental Retardation and Alcoholism Services) shall design and implement a mental health program. The standard requires the program to provide crisis intervention and the management of acute psychiatric episodes, suicide prevention, the stabilization of mental illness and the alleviation of psychological deterioration in the prison setting, and elective therapy services and preventive treatment where resources permit. Other standards pertain to identification and detection, diagnosis and referral, treatment, medication, restraints and seclusion, confidentiality, coordination, and variances.
