This report explores the organizational culture of the Montreal Urban Community Police Department in Quebec, Canada, using information from research done as part of a strategic planning process.
Abstract
The agency has more than 5,000 employees and provides police service to the 29 municipalities in the Montreal area. Study data came from a questionnaire survey that received 653 responses from the 900 employees surveyed. The participants included 14.6 percent females and 84.4 percent males and represented all levels and age groups in the organization. Results revealed that in most respects, the agency's culture is similar to a culture based on quality. Employees had positive attitudes, indicating a concern for excellence. Findings suggested that the agency should establish "total quality" programs to improve all aspects of police performance. In addition, a comprehensive human resource management system would enable the agency to reach an even higher level of quality. Figures and 7 references
