The Prison Rape Elimination Act of 2003 mandates that the Department of Justice promote and implement regulations that adopt national standards for the detection, prevention, reduction and punishment of prison rape. The Justice Department is reviewing proposed national standards that the National Prison Rape Elimination Commission prepared for PREA. The Department commissioned an independent contractor, Booz Allen Hamilton, to prepare a cost study of the Commission's proposed standards.
