This booklet describes the characteristics and activities of the Japanese police in 1991. Japan's 260,000 police officers are organized into a National Police Agency and 47 prefectural agencies.
Abstract
Following a description of the Japanese police organization, this report discusses the authorized strength, ranks, promotion, and pay of police personnel; recruitment and training policies; equipment and budget issues; and police patrol activities. Primary criminal investigative activities include enforcing the State Penal Code, fighting organized crime, investigating international crimes, controlling firearms and swords, implementing drug law enforcement activities, and combating economic crimes. Other topics covered include crime identification, crime prevention measures, traffic police and security police activities, computer capabilities, police communications, compensation for crime victims, and police-community relations.
