This housing and support services plan for Lucas County, Ohio, is intended to facilitate the development of long-term supportive housing for persons recovering from chemical dependency.
Abstract
The plan provides options for establishing and operating a safe, drug-free, supportive living environment according to the philosophy of total abstinence. It also emphasizes participation in 12-step recovery and community resource programs. The plan considers individual needs and desires as to the type of housing and services necessary to maintain drug-free lifestyles. The plan's goals are to improve quality of life for individuals recovering from substance abuse and to provide a transitional setting that is safe and prevents relapse. Developing the plan involved researching Lucas County resources for drug abusers; conducting a needs assessment survey of residents in county substance abuse programs; and investigating local, State, and Federal regulations affecting the creation of housing and supportive services. The plan considers recovery and environmental factors, motivation and personality factors, relapse and recidivism, and supportive housing (referral and information services, detoxification, managed care, and rehabilitation services). Supportive services identified as necessary include on-call treatment staff, assistance in finding household amenities, money management, stress control, improving family relationships, parenting classes, work/study programs, and self-help groups. Appendixes contain planning and zoning telephone numbers for Lucas County and preliminary building code requirements for the city of Toledo. 41 references
