The governor of Nevada discusses a study by the National Governors' Association regarding juvenile offenders and recommends the reauthorization of the Juvenile Justice and Delinquency Prevention Act.
Abstract
The study explored problems involved in developing successful comprehensive programs to address the social, psychological, educational, and vocational needs of juvenile offenders. It noted high costs of juvenile corrections, the shortage of services for effective rehabilitation, and the need to integrate youth correctional programs with social services, health and mental health services, education, and vocational programs. To address issues related to juvenile corrections, Nevada is using grant funds from the Office of Juvenile Justice and Delinquency Prevention to eliminate the holding of juveniles in adult jails, reduce the secure detention of juvenile status offenders, provide crisis intervention, and support day treatment centers. However, juvenile crime and violence remain major concerns. Therefore, Congress should reauthorize the program and give states as much flexibility as possible to address delinquent and youthful offenders. In addition, all programs in a State should be coordinated by the agency designated by the governor, and Federal programs should be coordinated with State agencies.
