The domestic violence training curriculum and policies presented in this manual were implemented and tested by San Francisco law enforcement personnel.
Abstract
The curriculum's introduction gives police officers an overview of law enforcement's response to domestic violence, and covers the purpose and format of the training program and its overall goals and performance objectives. Curriculum components include an overview of domestic violence and the importance of effective law enforcement intervention, felony and misdemeanor charges that frequently arise in domestic violence cases, the dynamics and effects of domestic violence in terms of both offenders and victims, and techniques for conducting victim interviews. The curriculum also covers arrest procedures for domestic violence incidents, issues relevant to police officers when making an arrest (victim followup and possible arrest outcomes for offenders), procedures for writing incident reports, protective court orders, victim safety, the effect of domestic violence on children, child custody and visitation issues, and the impact and value of police intervention. Simulation exercises are included that replicate as closely as possible the real-life conditions of a domestic violence incident. Curriculum reference materials are included in a separate volume.
