A summary is presented of the national assessment of the Integrated Criminal Apprehension Program (ICAP), sponsored by the Law Enforcement Assistance Administration (LEAA).
Abstract
ICAP was a comprehensive effort to introduce state-of-the-art planning, patrol, and investigative procedures in police agencies across the country. The national assessment evaluated the process and the outcome of ICAP programs over a 4-year period in four cities: Memphis, Tenn.; Norfolk, Va.; Springfield, Mo.; and Stockton, Calif. The report is divided into three parts. Section 1 presents a summary of the ICAP program, including the objectives of the program, a rationale for the selection of the various ICAP activities, an overview of the grant funding process, and the ICAP monitoring strategy. Section 2 deals with the ICAP process -- the local projects and the factors which affected their implementation and integration into local departments. Section 3 discusses the ICAP outcome in the four cities, giving details of the assessment methodology, the context for considering the outcome, detailed analysis of the arrest process, an analysis of the kinds of case and suspect information associated with arrest, and issues affecting the ability of the departments to achieve the program goals. Appendixes include a limited time series analysis of crime and arrest data in two of the departments. Footnotes and 50 exhibits are included.
