This report describes Wisconsin's adult offenders who negotiated agreements through the mutual agreement program (MAP) for calendar years 1975 and 1976.
Abstract
Under MAP, which was implemented in fall 1973, inmates negotiate for a definite parole date in exchange for meeting specific, individualized objectives for advancement in job-related skills, education, work experience, personal management, and other factors involved in release preparation. This program provides an opportunity to corrections institutional residents to practice planning skills and self-direction through voluntary choices. The institutions of negotiation were the Wisconsin State Prison and State Reformatory and the Wisconsin, Kettle Moraine, and Taycheedah Correctional Institutions. Of the 794 contracts signed in 1975, 92 percent were program oriented; in 1976, 89 percent were of this type which contains at least 1 component of treatment or education. The remainder were time-oriented performance contracts. In both years, the typical program-oriented contract contained an institution needs work assignment, treatment through clinical services (generally for group counseling), a vocational program (welding and masonry were most popular), and a transfer component to the Wisconsin correctional camp system. Comparison data tables for both years provide information on adult participants.
