THIS MANUAL SETS FORTH POLICY GUIDELINES FOR THE LAW ENFORCEMENT EDUCATION PROGRAM (LEEP), WHICH PROVIDES FINANCIAL ASSISTANCE FOR HIGHER EDUCATION DESIGNED TO DEVELOP THE HUMAN RESOURCES NEEDED TO REDUCE CRIME.
Abstract
ADMINISTERED BY THE LEAA, LEEP FUNDS ARE DISTRIBUTED TO INSTITUTIONS THAT DEMONSTRATE A WILLINGNESS AND CAPABILITY TO OFFER QUALITY EDUCATION PROGRAMS THAT ARE RESPONSIVE TO SYSTEMATICALLY IDENTIFIED CRIMINAL JUSTICE PERSONNEL NEEDS. THE AUTHORITY, PURPOSE, AND GENERAL ADMINISTRATION OF THE PROGRAM ARE DISCUSSED. TYPES OF PROGRAM ASSISTANCE ARE NOTED. INSTITUTION ELIGIBILITY AND PARTICIPATION ARE DISCUSSED, WITH ATTENTION TO ACCREDITATION REQUIREMENTS, CRITERIA FOR PARTICIPATION, AND INSTITUTIONAL RESPONSIBILITY. PROGRAM ELIGIBILITY IS DETAILED, WITH EMPHASIS ON AUTHORIZED ACADEMIC PROGRAMS, GENERAL CURRICULUM CRITERIA, REMEDIAL COURSES, EDUCATION DEGREE PROGRAMS, AND CONSORTIUM ARRANGEMENTS. STUDENT ELIGIBILITY IS ALSO DETAILED, INCLUDING THE GENERAL CONDITIONS, INSERVICE ELIGIBILITY, AND PRESERVICE ELIGIBILITY. THE CRITERIA FOR DETERMINING STUDENT AWARDS ARE OUTLINED, WITH ATTENTION TO FUNDING AVAILABILITY, GRANTS, LOANS, AND THE CONCURRENT RECEIPT OF GRANT AND LOAN MONIES. RECIPIENT OBLIGATIONS AND REPAYMENT PROVISIONS ARE ADDRESSED, INCLUDING GENERAL RESPONSIBILITIES, GRANT OBLIGATIONS AND REPAYMENT, AND LOAN CANCELLATION AND REPAYMENT. FINALLY, PROGRAM ADMINISTRATION PROCEDURES ARE NOTED, WITH EMPHASIS ON THE GENERAL ADMINISTRATION, LEEP SYSTEM FORMS, AND LEEP INSTITUTIONAL ACCOUNTING AND RECORDKEEPING. A VARIETY OF MATERIALS ARE APPENDED, INCLUDING: PORTIONS OF THE CRIME CONTROL ACT OF 1976; DEFINITIONS; THE REHABILITATION ACT OF 1973; LEEP FORMS; A TYPOLOGY OF CRIME-RELATED DEGREE PROGRAMS; AND A TYPOLOGY OF PROGRAMS IN THE BEHAVIORAL, MANAGERIAL, AND SOCIAL SCIENCES.
