ISSUES IN CRIME PREVENTION ARE DISCUSSED BY JUDGES, PUBLIC PROSECUTORS, AND MEMBERS OF LAW ENFORCEMENT AGENCIES IN BANGLADESH, IRAN, JAPAN, PAKISTAN, AND MALAYSIA.
Abstract
PARTICIPANTS IN THE GROUP WORKSHOP DISCUSSION DEAL WITH SUCH TOPICS AS ILLEGAL USE OR SMUGGLING OF FIREARMS AND NARCOTICS, VIOLENT CRIME, AND SOCIAL AND LEGAL COUNTERMEASURES AGAINST CRIME. THE REPRESENTATIVE FROM BANGLADESH EMPHASIZES THE PROBLEMS OF ILLEGAL POSSESSION AND RAMPANT USE OF FIREARMS IN BANGLADESH FOLLOWING THE 9-MONTH LIBERATION WAR WITH PAKISTAN. GROUP MEMBERS SUGGEST THAT BANGLADESH ENCOURAGE CLOSER TIES BETWEEN THE COMMUNITY AND THE POLICE FORCE AS WELL AS SECURE THE COOPERATION OF NEIGHBORING COUNTRIES IN CONTROLLING THE FLOW OF ARMS. THE IRANIAN REPRESENTATIVE FOCUSES ON NARCOTIC PROBLEMS IN IRAN, PARTICULARLY THE SMUGGLING OF OPIUM INTO THE COUNTRY. THE USE OF HELICOPTER SURVEILLANCE OF KNOWN NARCOTICS SMUGGLING ROUTES, ENTRAPMENT TACTICS, AND PAID INFORMANTS IS NOTED. ONE REPORT FROM JAPAN DESCRIBES EFFORTS TO PREVENT VIOLENCE ABOARD JAPANESE FISHING VESSELS. THE NEED TO DEAL WITH THE PROBLEM OF DRINKING BY CREW MEMBERS DURING EXTENDED VOYAGES IS NOTED. A SECOND REPORT FROM JAPAN STRESSES THE NEED FOR PUBLIC COOPERATION IN POLICE INVESTIGATIONS. OTHER PAPERS DEAL WITH THE PROBLEM OF POLICE APATHY IN PAKISTAN AND MALAYSIA'S GROWING PROBLEMS OF FIREARM SMUGGLING, DRUG ABUSE AMONG YOUTHS, AND SECRET SOCIETIES.
