DATED DECEMBER 1976, THIS REPORT DESCRIBES THE RESULTS OF A NEEDS ASSESSMENT AND COST EFFECTIVENESS STUDY OF THE FOSTER (RI) POLICE DEPARTMENT, WHICH HAS FOUR FULLTIME AND TWO PART TIME OFFICERS SERVING A POPULATION OF 3,200.
Abstract
THE TOWN OF FOSTER IS A PREDOMINATELY RURAL, RESIDENTIAL AREA ENCOMPASSING 52 SQUARE MILES. POLICE SERVICES ARE PROVIDED BY THE FOSTER POLICE DEPARTMENT FROM 8 A.M. TO 12 A.M.; THE STATE POLICE PROVIDE SERVICES FROM MIDNIGHT TO 8 A.M. THIS REPORT DESCRIBES THE LAW ENFORCEMENT SERVICES AVAILABLE IN FOSTER, PAY SCALES OF OFFICERS, CRIME STATISTICS FOR FOSTER, OFFICER WORKLOADS, AND THE SELECTION AND TRAINING OF OFFICERS. IT WAS FOUND THAT IN GENERAL, POLICE SERVICE IN FOSTER IS ADEQUATE, IT IS NOTED, HOWEVER, THAT BUDGETARY PROBLEMS AND CONSTRAINTS DO EXIST. THE REPORT RECOMMENDS AN INCREASE IN SALARY FOR POLICE OFFICERS, THE HIRING OF ONE ADDITIONAL OFFICER, AND CONSIDERATION OF POLICE CONSOLIDATION TO EASE BUDGETARY RESTRAINTS.
