PRESENTATION OF SOME WAYS THAT COMMUNITY RELATIONS PROGRAMS CAN BE ORGANIZED, BOTH IN THEORY AND PRACTICE.
Abstract
POLICE-COMMUNITY RELATIONS (C-R) PROGRAMS SHOULD NOT BE CONSIDERED COLLECTIVELY AS PANACEAS FOR THE DEFECTS OF OUR SOCIETY, AFFIRM THE AUTHORS. THESE PROGRAMS CAN, HOWEVER, FACILITATE THE WORK OF THE POLICE DEPARTMENT IN ITS DAY-TO-DAY OPERATIONS. NOT ONLY DO THE AUTHORS EXPLAIN THE RIGHT WAY TO ORGANIZE A PROGRAM, THEY ALSO PROVIDE CASE HISTORY EVALUATIONS THAT CONSTITUTE POWERFUL LESSONS IN WHAT NOT TO DO. SIX CASE HISTORIES REINFORCE THE TEXT ON ISSUES SUCH AS POLICE AND THE BLACK COMMUNITY, THE POLICE IMAGE, COLLEGE EDUCATION AND C-R PROGRAMS, AND POLICE-YOUTH RELATIONS. PHILADELPHIA'S NORTH CITY CONGRESS IS THE SUBJECT OF ONE OF THE NARRATIVE-STYLE EVALUATIONS WHICH IS PRESENTED IN CONJUNCTION WITH THE CHAPTER ON THE BLACK COMMUNITY. EVALUATIONS OF PROGRAMS IN HOUSTON, TEXAS, WILMINGTON, DELAWARE, AND ENFIELD, CONNECTICUT ILLUSTRATE, RESPECTIVELY, THE ROLE OF COLLEGE EDUCATION IN C-R PROGRAMS, THE CREATION OF A NEW OVERALL POLICE IMAGE THROUGH EXTENSIVE REORGANIZATION, AND A SUCCESSFUL C-R PROGRAM FOR A SMALL (40,000 POP.) SUBURBAN COMMUNITY'S POLICE DEPARTMENT. A CHAPTER ON HOW TO OBTAIN A POLICE-COMMUNITY RELATIONS GRANT PRECEDES THE AUTHORS' SUMMARY OF GUIDELINES AND RECOMMENDATIONS.
