DESCRIPTION AND ANALYSIS OF THE EFFECT OF EMPLOYEE REPRESENTATION ON THE CHIEF'S AUTHORITY AND THE NATURE OF DISCIPLINE CONTROL IN TWO MIDWESTERN POLICE FORCES.
Abstract
THE POPULATION, RACIAL MAKE-UP, INDUSTRY, AND POLICE ORGANIZATION OF CITY 'A' AND CITY 'B' ARE PRESENTED. THE ARTICLE REPORTS THE RESULTS OF INTERVIEWS WITH UNION AND MANAGEMENT OFFICIALS IN THE TWO CITIES, AND CONCLUDES THAT, ALTHOUGH THE AUTHORITY OF THE CHIEFS HAS BEEN SHAKEN SLIGHTY IN THE TWO DEPARTMENTS, OVERALL DISCIPLINE AND MORALE HAS IMPROVED. CHANGES HAVE BEEN LARGELY PROCEDURAL, RATHER THAN SUBSTANTIVE. MOST CONFLICTS STEMMING FROM UNIONIZATION IN CITY 'A' CAN BE TRACED TO ADHERENCE TO TRADITIONAL POLICE LABOR-MANAGEMENT GROUND RULES BY POLICE UPPER MANAGEMENT.
