This syllabus provides materials for the development of training in vehicle pursuit guidelines developed by the California Commission on Peace Officer Standards and Training (POST) for 1996.
Abstract
It broadly explores issues the trainer may consider when examining agency policy and developing a training course outline that addresses the critical considerations an officer encounters during a pursuit. The syllabus is structured to reflect the organization of the POST vehicle pursuit guidelines. It describes training factors, legal considerations, learning points, and other significant issues. Emphasis is given to guidelines that focus on the requirement that an agency's pursuit policy cover specific subjects. The training issues addressed include when to initiate a pursuit, the number of law enforcement units permitted in a pursuit and the responsibility of primary and secondary units, communications, and supervisory responsibilities. Other topics covered in vehicle pursuit training are supervisory responsibilities; driving tactics; blocking, ramming, boxing, and roadblock procedures; speed limits; and air support. Also discussed are termination of a pursuit, the capture of suspects, interjurisdictional considerations, reporting and postpursuit analysis, and the use of deadly force (firearms) during and after a pursuit. Appendixes contain California codes pertinent to police vehicle pursuits and a 120-item bibliography
