The World Ministerial Conference on Organized Transnational Crime was held in Naples, Italy, in November 1994 to examine problems created by organized crime, to assess existing international standards and legislative models, and to develop new and effective forms of international cooperation and prevention at regional and national levels.
Abstract
The conference was attended by 142 developing and developed countries, in addition to intergovernmental and nongovernmental organizations. The conference was opened by the United Nations Secretary-General who told participants that organized transnational crime had become profoundly diverse and widespread. The president of the conference said it was essential to standardize penal codes in member countries in order to be successful against organized transnational crime. Conference participants addressed the international expansion of organized transnational crime, international cooperation strategies, and money laundering. The 142 countries represented at the conference unanimously adopted the Naples Political Declaration and Global Action Plan Against Organized Transnational Crime which were later approved by the United Nations General Assembly. Annexes contain the declaration and action plan, a list of documents before the conference, and organized crime profiles. 7 figures
